Budget: How will you ensure the city budget remains solvent over the short and long term?
Carol Moseley Braun: A mix of cost savings and efficiencies, along with improved growth should allow the city to live within its means without raising taxes or cutting essential city services, as follows...
1.) With the ending of the recession, some city revenues can organically increase. Projected economic growth for 2011-2012 at 3 percent: $200 million revenue.
2.) Technology implementation across departments to increase efficiencies such as enterprise content management: $100 million savings.
3.) Enforcement of charges for abandoned/neglected property: $10 million revenue.
4.) A moratorium on TIF impact to the operating budget: $100 million revenue.
Gery Chico: Upon taking office I will examine every agency and every program and ask: What is the mission? What do I need to perform this mission? Each agency will be reorganized to accomplish their mission in a manner that is efficient and effective. As President of the Chicago Public Schools, I cut over 1,500 bureaucratic positions at the CPS Central Office, saving millions of dollars and re-routing resources to the classrooms.
