Ward remapping causes power trip among communities of color

The Black Caucus in Chicago needs to brush up on history. You remember the saying “Those who cannot remember the past are condemned to repeat it” quote? Well, some members of the Black Caucus either cannot remember or have just flat out ignored recent history. Or better yet they might just be doing their part in delaying the inevitable.

For those of you who are not familiar with the ward redistricting process here is your cheat sheet: The city must redraw its wards every 10 years to reflect changes in population as documented by the Census. The Latino Caucus wants more wards with Hispanic majorities, while the Black Caucus are fighting to maintain their majority-black wards even though the city’s African-American population has dropped significantly.

The most recent Census data shows that Chicago has lost almost 180,000 African-American residents in the past 10 years. That's the equivalent of more than three seats on the City Council. Meanwhile, the city's Hispanic population grew by about 25,000 in the same amount of time. The Black Caucus needs to face the fact that Latinos are the fastest growing community in America.

Due to the gradual population shift, you can why the Latino Caucus might want more representation to reflect the city’s diverse population.

Both sides in this debate have drawn up proposals that have both caucuses either keeping power or gaining power. Of course the city’s checkered past of political hi-jinks has kept this debate entertaining.
